The Office of the Montana State Auditor, Commissioner of Securities and Insurance (CSI) promotes Dakota Terry to the role of Lead Financial Analyst, Captive Insurance Regulation. Terry transitions into the Lead Analyst position in October 2025, moving up from her previous role as Financial Examiner/Analyst within the state’s Captive Insurance Programme, a position she has held since June 2022. She is based at the CSI’s office in Helena, Montana, working alongside colleagues including Bureau Chief Kari Leonard and Deputy Insurance Commissioner Erin Snyder. Terry first gained experience with the division as a Captives Programme Intern in 2021. Her new leadership role comes as Montana navigates significant legislative changes, including the tiered premium tax structure introduced via Senate Bill 60 (SB 60) in May 2025, while strengthening its position as a major US captive domicile. The state’s active captive count stands at nearly 280 insurers, with more than 700 total captives licensed since enacting captive legislation in 2001. Commissioner of Securities and Insurance James Brown commits to fostering a vibrant industry, noting the state is recognised as one of the most "accessible, innovative, and professional domiciles for domestic captives." The Montana CSI regulates captive insurance companies under Title 33, Chapter 28, MCA.
