Soft market sees mining insurers competing with double-digit rate cuts, WTW finds

The global mining insurance market is showing signs of accelerated softening, with insurers competing aggressively through double-digit rate reductions, broadening coverage, and highly negotiable terms, according to the latest research from Willis, a WTW business. The market is experiencing a third consecutive year of increased capacity, driven by new entrants and existing carriers increasing their deployed line sizes. This competition is leading to double-digit rate reductions for Mining Property Damage and Business Interruption (PDBI) insurance, while international liability carriers show greater flexibility on price. Underwriters are adopting commodity-specific underwriting, with precious metals attracting favourable terms due to bullish pricing. In contrast, coal operations continue to face limited carrier interest and heightened underwriting scrutiny. The review also notes that Latin America is experiencing increased demand for captives driven by growing environmental liability and political risk. Despite the soft conditions, the WTW Mining Market Review urges industry leaders to remain vigilant against evolving exposures. Underwriting scrutiny is tightening around emerging risks, including seismicity and flooding, which is now the most impactful natural hazard. The Global Industry Standard on Tailings Management (GISTM) is now a baseline expectation for underwriters. Will Fremlin-Key, global mining and metals leader for Willis natural resources, says: “The mining insurance market is ripe for optimisation, but success hinges on proactive risk management.” Fremlin-Key adds that “Data-driven planning, strategic insurance spend, and early engagement with insurers are essential for firms looking to mitigate risks and capitalise on soft market conditions.”
