Missouri DCI oversees support for rural communities

Missouri’s mutual insurance landscape, encompassing 380 companies, has reported a significant turnaround in support for both farmers and rural communities. In 2024, these mutuals managed more than 205,000 policies representing over US$61 billion gross in-force coverage. The DCI recently announced a sizeable reduction in its net losses, falling from US$17.7 million in 2023 to US$4.8 million in 2024. Company regulation division director John Rehagen says it took “some out-of-the-box thinking and collaboration with the industry” to get the mutuals to this point. He highlights that, while the first half of 2025 is set to be challenging for many property and casualty insurers alike, this initiative “appears to have mitigated the volatility of operating results while dramatically reducing their reinsurance costs”. A key challenge for these mutuals, according to the report, is the rising cost and diminishing availability of reinsurance coverage. In response, the DCI approved the Missouri Mutual Insurers Captive — a collaborative reinsurance pool where many participating mutuals were reliant on a Wisconsin reinsurance provider, which is now undergoing liquidation. The DCI claims that, without this solution, a number of mutuals would have likely faced mergers or closures due to a scarcity of available reinsurance. It also expanded in 2025, going from 18 to 21 mutual members, a figure that represents nearly one-third of the 65 licensed mutuals in Missouri. The reported pool in 2024 outlines profitability for every member, collectively generating a net profit of US$4.8 million on US$51.8 million in direct premiums — a profit margin of 9.2 per cent, that also surpasses the industry’s average margin of -1.4 per cent. “I am pleased to see the pool’s results, in light of this year’s severe weather events,” DCI Director Angela Nelson emphasises, describing her conversations with Missouri’s mutual insurance companies as “encouraging”. She believes the pool will continue to “play an important role” in the preservation of a market segment that continues to serve farmers and rural communities.
