VCIA appoints Davis as President

The Vermont Captive Insurance Association (VCIA) has named Ian Davis as its new president following a national search. Davis brings over 10 years of experience in captive insurance, spanning public and private sector leadership, advocacy, and strategic growth. He joins VCIA from M&T Bank, where he was senior vice president of captive insurance, overseeing a large captive portfolio and driving initiatives to strengthen client relationships, operational efficiency, and industry engagement. Previously, Davis served as director of financial services for the Vermont Agency of Commerce and Community Development, where he played a key role in promoting Vermont’s position as a leading global captive domicile through legislative advocacy, marketing, and economic development. Davis has long been involved with VCIA, having served on its board of directors, chaired its annual conference, and contributed to the development of its 2025 strategic plan. His experience includes legislative testimony before the Vermont General Assembly, engagement with members of Congress, and coalition-building across the industry. Gail Newman, chair of the VCIA board, says: “Ian’s deep industry knowledge, collaborative style, and proven leadership make him the right person to guide VCIA into its next chapter. On behalf of the entire board, we are excited to witness his leadership further align VCIA with the gold standard that is the Vermont captive industry.” Commenting on his appointment, Davis says: “As the captive insurance industry continues to evolve, VCIA will serve as a dynamic platform for advocacy, education, and engagement — driven by and for its members.”
