Missouri DCI completes insurance leadership team

The Missouri Department of Commerce (DCI) director Angela Nelson has appointed Gina Clark as deputy director, Josh Wille as general counsel, Jeana Thomas as director of the Insurance Consumer Affairs division, and Brenda Horstman as director of DCI Administration. Clark rejoins DCI following her role as vice president and head of regulatory affairs at Generali US Branch, where she led regulatory reporting and licensing across the US. She previously spent seven years at DCI, most recently as property and casualty section manager in the Insurance Market Regulation division, where she acted as the primary industry liaison for product reviews. Wille has served as DCI counsel since 2019, working with the Administration, Company Regulation, Consumer Affairs, and Market Regulation divisions. Prior to joining DCI, he held legal roles at the Missouri Department of Health and Senior Services and the Missouri Attorney General’s Office, and was a judicial law clerk at state and federal level. Thomas, now permanent director of the Insurance Consumer Affairs division, has spent 23 years at DCI in roles including complaint investigator and consumer services manager. She has also served as acting director, overseeing a record-breaking year of consumer recoveries. She continues to lead disaster planning and recovery coordination across the state. Horstman, who had been serving as acting director of administration since February, is now confirmed in the role. She joined DCI four years ago, following a 25-year career with the Missouri Department of Economic Development. There, she managed more than US$215 million in incentives across community and economic development programmes. DCI says the appointments will strengthen the department’s capacity to serve Missouri residents and the broader insurance market.
