Vermont proposes fresh changes to captive bill

Vermont’s annual update of its captive legislation is underway, with a new bill introduced to the legislature this week.

The bill, H0085, was introduced by 11 representatives.

It proposes allowing the licensing of agency captives in Vermont, as well as expanding the dormancy option to all types of captives.

It also proposes to expand on the options for accounting methods used by captives, and introduces an additional tax credit for new companies.

Finally, the bill addresses some conflicting language regarding auditor partner rotation for risk retention groups.
