White confirmed as commissioner by District Council

The Council of the District of Columbia voted to confirm acting commissioner William P. White as commissioner for the District of Columbia Department of Insurance, Securities and Banking (DISB). Commissioner White was appointed on February 4, 2011, by Mayor Vincent C. Gray to lead the agency.

“I am honored to serve as DISB’s commissioner” said White, “I’m committed to helping provide a healthy financial marketplace for District residents and businesses.”

Since joining DISB as acting commissioner, White has focused on structuring the Department’s consumer protection and economic development capabilities.

Prior to his appointment, White worked as an independent consultant, specializing in developing alternative risk transfer transactions and captive insurance entities for businesses and domicile development including market coordination and regulatory strategies for government agencies. In 2003-2004, he accepted a regulatory appointment with DISB, during which he helped to establish the agency’s Risk Finance Bureau.

Commissioner White earned his bachelor’s degree from Dartmouth College and his MBA from New York University, and an Associate in Reinsurance designation from the Insurance Institute of America. A Ward 5 resident, he is married and has two adult children.
