The Utah Division of Risk Management appoints Dennis Flynn as Utah state risk manager. Flynn succeeds Rachel Terry, who takes a new position with the commissioner’s office within the Utah System of Higher Education. The division says Terry led several transformational initiatives during her tenure as risk manager, including the creation of three captive insurance companies that strengthened the state’s self-insurance position, saved the state millions of dollars and helped mitigate annual rate increases for covered entities. The division says Flynn looks to build on the success of those captives and to ensure they continue to provide financially sound and innovative coverage solutions for Utah state entities. He is also committed to helping covered entities navigate complex coverage needs. Flynn has worked with the Utah Attorney General’s Office since 2015 and has served as counsel for the division since 2022. He spent 17 years before that as a civil and insurance defence litigator, including experience with the Attorney General’s Office and in private practice. He has served on the board of the Utah Defense Lawyers Association, including as past president. The division also appoints Adam Wentz as an assistant attorney general supporting its work. Wentz has worked with the Utah Attorney General’s Office since 2015. The Utah Division of Risk Management provides insurance and loss control services for state agencies, public school districts, public institutions of higher education and many public charter schools.
