South Carolina expands captives division as licensing grows

The South Carolina Department of Insurance strengthens its captives division with three appointments, adding Colin Anderson and Ryan Borkowski as financial analysts and Ann Cunniffe as license coordinator. The department licensed 15 new captives in 2025 and a further 14 in 2026 as of mid-August. Director of captives Andy Noga says that growth has necessitated the expansion of the division. The financial analyst role covers the review of insurer financial statements, solvency analysis and compliance monitoring of captives and risk retention groups (RRGs). Noga says: “The Department has steadily increased its number of licensed captives and RRGs over the last year, licensing fifteen (15) new captives in 2025 and an additional fourteen (14) new captives in 2026 as of mid-August. The increase in captives domiciled in South Carolina has necessitated the expansion of the Captives Division staff, and we are excited to continue offering the high degree of professionalism that sets South Carolina apart as a captive domicile with the addition of these team members.” Borkowski joined the captives division in June 2026. Borkowski graduated from the University of South Carolina’s Darla Moore School of Business with a bachelor’s degree in business administration, majoring in finance and risk management, and previously held two internships at AgFirst Farm Credit Bank, first as risk rating review intern and then as credit information and servicing intern. Anderson joined the division as a financial regulation and solvency intern in 2025 and moved to full-time work in July 2026. Anderson recently graduated from the Darla Moore School of Business, studying finance and risk management and insurance with a concentration in business analytics. Previous experience includes an accounting internship with the fintech company Payroc. Cunniffe joined as license coordinator in October 2025 and has been the point of contact for captive applicants, assisting in the review of 12 captives and seven RRGs subsequently licensed by the department. Cunniffe previously practised business and real estate litigation on behalf of business owners and developers at a law firm in Charleston, South Carolina. Cunniffe is a graduate of the University of Virginia and the University of South Carolina School of Law, and is pursuing an Associate in Captive Insurance through the International Center for Captive Insurance Education (ICCIE).
