The Bermuda Monetary Authority (BMA) announces two senior executive appointments aimed at enhancing its leadership team and advancing technology transformation and innovation initiatives. Mesheiah Keane takes the role of chief operating officer, reporting to deputy chief executive officer Shanna Lespere. Graham Collier joins as chief technology officer, also reporting to Lespere, effective 15 May 2026. The appointments are intended to support the BMA's digitally driven approach to streamlining supervisory processes while prioritising operational resilience, the authority says. Keane brings more than 25 years of experience across financial regulation, reinsurance, operations and human capital management. She moves into the COO role from her previous position as chief human resources officer and director of human resources at the BMA, where she led initiatives in workforce planning, diversity, equity and inclusion, and organisational culture. Her professional career began in accounting and financial reporting with international firms before she moved into financial services regulation as a senior reinsurance supervisor. She is a Chartered Professional Accountant, Certified Professional in Human Resources and Certified Master Coach. In her new role, Keane oversees Finance and Currency Operations, Human Resources, Corporate Affairs, and Business and Operations Support. Collier brings more than 17 years of experience across financial technology, technology operations, engineering, cybersecurity, cloud platforms and service management. He joins the BMA from FlexTrade in London, where he served as global head of SaaS operations, managing large-scale technical operations and technology infrastructure. Across his career he has led global teams operating in 40 regions, guiding C-suite decisions on digital transformation, risk and investment. He is a Certified Information Security Manager and holds certifications in artificial intelligence, digital business transformation and security management. In his new role, Collier is responsible for enhancing the BMA's technology capabilities, including its use of AI tools, and for leading the authority into the next phase of its digital transformation strategy. Commenting on the appointments, Lespere says: "Both Mesheiah and Graham bring strong leadership, technical and strategic capabilities to their new roles. Their unique insights and proven ability to build stakeholder connections and align priorities will be essential as we enhance the BMA's operating platforms and explore new areas for growth." She adds: "I am excited about the opportunity to work with Graham and Mesheiah as we continue to improve resilience and further accelerate innovation across our digital platforms and solutions."
