The Federation of European Risk Management Associations (FERMA) is calling for a fundamental shift in the European risk management landscape, repositioning the profession as a strategic driver of organisational value rather than a defensive function. In its latest white paper, titled ‘Building Organisational Value Through Strategic Risk Management – A European perspective’, FERMA outlines a framework designed to empower risk managers through improved governance and continuous capability development. Produced by the association’s ERM Committee, the document highlights the evolving role of Corporate Risk Management (CRM). It argues that by moving away from a purely threat-focused approach, organisations can use risk management to support informed decision-making and sustainable success. The association notes that as organisations navigate a period of heightened uncertainty and interconnected risks, the role of the CRM leader must become more proactive. For the captive insurance community, this transition is particularly relevant as risk managers increasingly act as strategic trusted advisers to the board, aligning risk appetite with corporate strategy and fostering a risk-aware culture across all business units. Ulrich Adamheit, chair of the ERM Committee, says: “This white paper builds on the work of the FERMA ERM Committee and the insights gathered through a consultation. Its aims include outlining the core capabilities required for a modern Corporate Risk Management (CRM) leader, proposing a European Shared Capability Framework, and advocating for a professional development and certification model that supports consistency, mobility and recognition across Europe.” To support this transition, FERMA provides several key recommendations, including the implementation of flexible enterprise risk management (ERM) frameworks tailored to specific organisational contexts. The association also stresses the importance of maintaining ‘Risk Universes’ — structured frameworks that define the full scope of risk categories and themes for assessment. The paper further introduces the ‘10 Golden Rules of Corporate Risk Management’, which are designed to help recognise CRM as a strategic capability that enables enterprise-wide resilience and growth. FERMA CEO Laurent Nihoul says: “FERMA seeks to support the risk profession as a critical success factor in building resilient European organisations. This white paper presents risk management as not merely a defensive mechanism, but as an integrated system that both protects and enables value creation.” Nihoul adds: “Collaboration among governance, management and assurance functions ensures that roles and responsibilities reflect a shift from a control-oriented mindset towards a proactive approach where risk, opportunity and strategy are managed in harmony to sustain long-term enterprise resilience.” The association indicates a preference for voluntary certification models, such as its own rimap programme, to maintain professional standards without the need for mandatory requirements. FERMA will further detail the implementation of these recommendations during a webinar on 11 May at 16:00 CET, featuring members of the ERM Committee.
