Norton joins Texas Department of Insurance

The Texas Department of Insurance (TDI) hires Andrew Norton as a captive insurance specialist to support the regulatory oversight of the state’s growing captive insurance market. Norton plays a central role in managing a sector that grew 8.6 per cent to 101 state-domiciled captives in the six months leading up to April 2026. Commenting on the market, Norton says: “Texas is seeing continued growth, and we only have one type of captive.” Norton brings more than 15 years of insurance experience to TDI, with a background in operations, Insurtech, and large-scale business improvements. This experience assists him in understanding how insurance structures work in real-world conditions. His technical expertise is supported by several professional designations, including Chartered Property Casualty Underwriter (CPCU), Associate in Reinsurance (ARe), and Senior Claims Law Associate (SCLA) Gold. Reflecting on his career path, Norton adds: “Coming from an operational background, you see the other side of risk — how it performs in real-world conditions, both expected and unexpected.” At TDI, Norton’s primary focus is maintaining a regulatory framework that is transparent and predictable. He notes: “The more efficiently we process an application, the better it is for everyone.” As Texas continues to see strong growth in captive formations, Norton will assist in strengthening collaboration across the captive insurance ecosystem, improving regulatory processes, and supporting the next phase of captive market development.
