Blackwell Captive Solutions launches cannabis medical stop-loss captive

Blackwell Captive Solutions announces the development of a homogenous group medical stop-loss captive designed to provide cannabis operators and growers with a transparent alternative to traditional health plans. The new captive introduces a homogenous risk pool limited exclusively to the cannabis industry. The structure allows participants to offer employee health insurance tailored to the sector's specific regulatory and risk profile. According to the firm, cannabis workforces often skew younger and healthier with a lower incidence of chronic conditions. Despite this, traditional carriers have historically avoided the sector due to regulatory uncertainty. Commenting on the launch, Scott Byrne, president at Blackwell Captive Solutions, says: “Long constrained by regulatory uncertainty and lingering stigma, the cannabis industry has remained largely excluded from more efficient insurance structures despite having workforce demographics that are well-suited to them.” Byrne adds: “Many employers in this space are currently forced into fully insured plans with high premiums and limited transparency. This captive changes that by providing a path to self-funding that allows cannabis businesses to regain control over their largest non-payroll expense: healthcare.” The cannabis captive will operate as a standalone structure within the broader Blackwell platform. The programme aims to serve an industry that currently employs nearly 500,000 full-time workers across the US, where cannabis is legal for recreational use in 24 states and the District of Columbia. Byrne notes: “This isn't just about cannabis. It reflects a broader commitment to serving industries that have been overlooked because they require a more thoughtful, purpose-built approach.” Blackwell is a medical stop-loss group captive provider focused on mid-sized, self-funded employers.
