Connecticut updates captive website with eligibility screening tool

The Connecticut Insurance Department (CID) launches an updated website for its Captive Division, introducing an interactive eligibility screening tool to help stakeholders navigate the regulatory process. The redesigned site features a guided decision-tree framework designed to assist potential captive owners in determining whether a captive structure is appropriate before they enter the formal application process. According to the CID, the updates reflect a commitment to improving transparency and making information about Connecticut’s captive insurance programme more accessible to the public and industry stakeholders. Commenting on the updates, Commissioner Josh Hershman says: “Connecticut’s captive insurance programme continues to grow and evolve, and these website updates reflect our commitment to providing clear, accessible information that supports companies and the public alike. By improving how we present resources and guidance, we are making it easier for stakeholders to understand our regulatory framework and engage with the department.” The updated platform also introduces new Service Level Objectives (SLOs), which outline performance targets and expected timeframes for regulatory and administrative processes. Fenhua Liu, captive division director at the CID, adds: “The new site and tools are intended to simplify how users navigate our requirements and access key information. We want both prospective and existing captive insurers to have a clearer understanding of our processes and the resources available to them, and we encourage everyone to explore the updated site.” The launch coincides with the Connecticut Captive Insurance Forum, an event held today where industry leaders gathered to discuss emerging trends, innovation, and opportunities for growth within the domicile. In recognition of the sector’s development, Governor Ned Lamont proclaims 13 April 2026 as Captive Insurance Day in the State of Connecticut.
