Lindstrom appointed management analyst at State of Nevada

Roxanne Lindstrom transitions to the role of management analyst 1 for the State of Nevada, following nearly three years within the state’s regulatory body. Lindstrom moves into the position after serving as an accounting assistant 3 for the Nevada Division of Insurance (DOI) since April 2023. A senior support professional, she brings experience in project management, operations management and stakeholder engagement to the role. Throughout her career, Lindstrom has held various administrative and operational positions in Northern Nevada. Her background includes managing employee databases, auditing patient files and providing administrative support for departments of more than 100 people. She previously served as a senior office assistant, where she was responsible for managing the schedules of directors and creating training documentation for incoming staff. Lindstrom is a graduate of Western Governors University. Her appointment comes as Nevada’s captive insurance market reports a total of 282 licensed entities at the end of 2025. The state’s portfolio consists of 196 protected cells, 58 pure captives, 12 risk retention groups, seven association captives, five sponsored captives, three agency captives and one branch captive. Protected cells currently represent nearly 70 per cent of all entities in the domicile. Nevada has established itself as a competitive domicile since its captive programme began in 2009, offering series corporation structures that enable sponsored captives to establish protected cells with independent corporate governance. To further support the industry, the state enacted legislation in 2025 permitting homeowners insurance policies to be written through captive insurers. Under this framework, Nevada-domiciled captives can write most lines of insurance as direct coverage, excluding automobile liability and workers’ compensation.
