The Tennessee Department of Commerce & Insurance (TDCI) announces its sixth consecutive year of growth for active cells and risk-bearing entities. The TDCI captive insurance section licensed five new captives and 50 new cells in 2025. This brings the domicile's total to 184 captives and 703 cells. The state reports an 8 per cent growth in active cells and a 6 per cent overall increase in risk-bearing entities compared to 2024. Premium volume saw a significant rise, doubling to US$4.2 billion in 2025 from US$2.1 billion the previous year. The department attributes this sustained performance to a significant modernisation of Tennessee’s captive statutes in 2011, which has led to steady market expansion. Commenting on the results, Carter Lawrence, TDCI commissioner, says: “By combining responsible regulation, a modern captive insurance statute, and a team of customer-focussed professionals, Tennessee continues to distinguish ourselves among captive domicile managers as the perfect place to call home when establishing a captive insurance domicile.” He adds: “I am optimistic that the growth trend we’ve seen in little over half-a-decade will continue into the future as Tennessee’s reputation as a first-in-class choice for captive domicile managers grows.” Mark Wiedeman, director of the TDCI captive section, commends the work of the department's analysts in prioritising customer service. “I firmly believe that sustained year-over-year growth, good relationships, and connectivity with our customers will continue to incentivise other companies to use establishing a captive in Tennessee for their risk-financing needs,” Wiedeman concludes.
