Holowka appointed CEO of Complete Captive Management Services

Phillip Holowka is appointed as chief executive officer of Complete Captive Management Services (CCMS), following his tenure as the firm’s chief operating officer. Holowka brings extensive experience in developing and expanding captive insurance companies for employers across the United States. His background includes the establishment of a Delaware-domiciled captive that transitioned into a Nevada-domiciled sponsored captive insurer, which is mutually owned by its members. Based in Pittsburgh, Complete Captive Management Services is a full-service captive insurance manager registered in multiple domiciles. The organisation provides more than 30 years of combined administrative and legal expertise to a national client base spanning from coast to coast. Holowka specialises in the assembly of self-funded and fully insured health plans, focusing on cost containment and employer responsibility. He utilises a “Plug n Play” strategy for vendor relationships, which involves extensively vetting best-in-class service providers to offer clients a variety of options tailored to their organisational culture. Commenting on his approach to risk management, Holowka says: “I use fact-based knowledge to influence legacy beliefs regarding health care spend by supplying facts, discrediting beliefs and creating a plan of action.” His professional background also includes service as a financial advisor at Morgan Stanley, where he held Series 7, 66, and 31 licences.
