Hong Kong Insurance Authority authorises first captive of 2026

The Insurance Authority (IA) has granted authorisation to CNNC Captive Insurance Limited, making it the first captive insurer authorised in Hong Kong in 2026.

Established by the China National Nuclear Corporation, the new entity brings the total number of captive insurance companies based in Hong Kong to seven.

Commenting on the authorisation, Clement Cheung, chief executive officer of the IA, says: “Captives have already become a major component of enterprise risk management for global business corporations. We are encouraged by formation of the CNNC Captive Insurance Limited and will actively develop potential opportunities in the Chinese Mainland as well as other parts of Asia, introducing to stakeholders the unique value proposition of Hong Kong.”

The IA indicates that it will continue to actively develop potential opportunities in the Chinese mainland and other parts of Asia, while introducing the unique value proposition of Hong Kong to stakeholders.
